The employment register
Send employment register (TÖR) entries from Arvello: register a start, change, suspend or end an employment, and what to do when an answer is unclear.
Employees, people working under a service contract, paid board members and people working unpaid for your company must be in EMTA's employment register (töötamise register, TÖR). On accounts where it's enabled, you can send those entries from the person's page in Arvello. On other accounts you do this in e-MTA, and the person's page shows no Register employment button.
Before you start
- The company's permission. The company grants Namasgo OÜ the
XT_MM_TORpermission in e-MTA, as described in Filing to EMTA. - Your own right. EMTA asks for the personal ID code of the person sending each entry, who must hold the employment register change right (TÖR muutja) for your company in e-MTA. You type your code in the dialog. It stays in your browser, and Arvello doesn't store it.
- Who can send. Sending takes the right to file tax returns: an admin, an accountant or a Filer. Someone with access to payroll who can't file sees the entries but can't send them.
Registering someone
The law wants a start registered by the time work begins (Taxation Act § 25² lg 3), so do it when you add the person. Open their page and select Register employment. Arvello fills in what it knows, and EMTA answers straight away.
| You choose | When | The form also asks for |
|---|---|---|
| Employment contract | An employee | Working-time rate, occupation, workplace |
| Employment contract on a visa | The same, for someone working on a visa | Working-time rate, occupation, workplace |
| Unpaid work | Work in the company's interest without pay | Working-time rate, occupation, workplace |
| Service contract (VÕS) | Work or services under a contract; the start is the day it takes effect | Nothing more, unless they're a third-country national |
| Board member | A board member who is paid a fee | Nothing more, unless they're a third-country national |
The occupation code comes from Statistics Estonia's classifier: 8 digits, or the 4-digit group with the job title and duties typed in when your title isn't listed. The workplace is the address's ADR_ID from the address data system, usually the company's address, also for remote work. A workplace abroad is entered as the country instead.
Someone already in the register
For anyone registered before you used Arvello, or entered in e-MTA, select Find existing entry. Arvello looks the person up by their personal ID code and shows their entries: pick one to link it. After that you can change it from here.
Changing, suspending, ending
| Action | Use it for | Limit |
|---|---|---|
| Change | A new working-time rate, due within 10 days, occupation or workplace. Also a wrong start date or work type | The start date and work type can be corrected for three months from the original start date, by at most three months |
| Suspend | Parental leave, unpaid leave of a whole calendar month or more, conscription, or another reason. Due within 10 days | One current or future suspension at a time. Enter parental leave only once maternity leave has ended. Corrections for three months from the suspension's dates |
| End | The employment ended. Due within 10 days. Choose the reason from EMTA's list | Earlier by at most three months, within three months of the end date. Moving it later has no limit |
| Cancel | Work that never started, or an entry with the wrong person or employer, which can't be corrected. This can't be undone | Three months from the start date |
Sotsiaalkindlustusamet enters maternity and paternity leave itself, so those can't be sent from here. After the limits above, a correction takes a reasoned application to EMTA, in e-MTA under Suhtlus – Kirjavahetus, within 14 days of learning it needs changing.
Parental and unpaid leave you add to the planner also appear under To do outside Arvello on the holidays page, with Send to the register. When EMTA accepts the suspension, the to-do clears itself.
When EMTA refuses
EMTA's messages appear as they came, in Estonian, with their code. Nothing was entered: fix the details and send again, or Remove a registration you no longer want. Remove only touches Arvello: if the entry is in the register, cancel it in e-MTA. If the message is about rights, check the company's XT_MM_TOR grant and your own TÖR muutja right in e-MTA.
When the answer is unclear
If a connection breaks after sending, Arvello can't know whether the entry arrived. The entry then shows Not sure this reached the register, and nothing more can be sent for it until that's settled. Check the register looks it up and settles it. If the register's answer doesn't settle it, look in e-MTA and select what you found. Until it's settled you can't change the person's personal ID code, because the check looks them up by it.
